California just signed 10 new gun laws — here's the rundown
On September 26, Governor Newsom signed a package of ten gun-safety bills. Here's the plain-English version of what's now on the books: • SB 948 — Overhauls the Firearm Safety Certificate: future buyers will need a 4-hour safety class plus a live-fire shooting exam (more in our next post). • SB 1220 — A conviction involving a firearm with an altered or removed serial number now triggers a 10-year firearm prohibition. • AB 1743 — Lets local governments, state agencies, and research institutions request DOJ data on stolen, recovered, and crime guns. • AB 1753 — Strengthens protective orders: people with demonstrated dangerous behavior must surrender both firearms and ammunition, and courts can let protected parties appear remotely. • AB 1943 — Schools will send parents a standardized secure-firearm-storage notice at the start of the school year. • AB 1974 — Local law enforcement can set up voluntary storage programs so gun owners can temporarily surrender firearms during a crisis. • AB 2047 — 3D printers sold in California must include technology to detect and block printing of ghost-gun components. • AB 2378 — Creates an Office of Community Violence Intervention to run the state's violence-prevention grant program. • AB 2636 — Juvenile courts must consider diversion programs for minors charged with carrying a loaded firearm. None of these change anything about a TGX transfer today — all sales still go through a licensed California FFL with a background check and the 10-day waiting period. We'll keep our CA Gun Laws page updated as effective dates approach.
